Regular position. Based in Koronadal.

- With travel to Cotabato and Cagayan de Oro and other areas in Mindanao where Save the Children programs and projects may be stationed.

- Accountable to the Director of Program Implementation to provide leadership across the program and project offices and activities in Mindanao to ensure excellence in the implementation of high quality programs that deliver immediate and lasting change for children in both development and humanitarian programming contexts. Leads in building the organizational culture reflecting our values promoting accountability and high performance, encouraging learning, creativity and innovation, supporting people to deliver outstanding results for children.

  1. Responsible for the successful implementation of programs in Mindanao; ensures that all Mindanao programs and projects are child rights-based, integrated and consistent with the country strategy; promotes collaboration and cohesiveness between programs, staff and other actors for a holistic and appropriate field delivery; as part of the Save the Children dual mandate to respond to humanitarian / emergency events, ensures and leads in humanitarian / emergency assessment and response within the appropriate strategic interventions of Save the Children.

  2. Serves as overall budget holder for Mindanao programming; accountable for the administration and fiscal management of the area program offices; the direction,supervision,and evaluation of staff,and the planning,implementation and evaluation of project/program activities; supports first level budget holders for individual projects and grants; tracks program progress and budget expense of Mindanao offices and partners and takes immediate and prompt corrective actions as required; ensures achievement of program goals in a cost-efficient and timely manner.

  3. Ensures that Managers and programs in Mindanao are fully compliant with Save the Children, Philippine government and donor policies and procedures.

  4. To promote key advocacy messages, increase impact and reach, and create shared ownership and collaboration, represents Save the Children before local institutions, host government representatives, humanitarian and development donors, local and international NGOs, partner agencies; establishes, promotes, improves and maintains active and regular relationships including partnering and networking efforts; provide partner capacity building as appropriate.

  5. In collaboration with the Program Development and Quality Unit; leads in the documentation of overall project reports to meet Save the Children, donor, and strategic partners reporting requirements as to timeliness, coverage, and quality and in the identification and documentation of best practices and lessons learned.

  6. Responsible for staff management and development of the Mindanao team; ensures and implements appropriate staffing, supporting and setting results-based performance system including objectives setting, evaluation and feedback; promotes collaboration; develops and supports Managers' capacity to meet their responsibilities and facilitate the appropriate professional development of the managers and their staff in line with countrywide HR plans;

- 10 years experience in development as leader of a project or a team
- 3 years work experience in emergency
- Demonstrated ability to lead a geographically dispersed team through strong leadership skills, use of a collaborative style and effective distance management
- Project and program implementation skills including planning, monitoring and evaluating, and problem solving
- Understanding of humanitarian / development environment including protocols, requirements and principal actors
- Experience in humanitarian / emergency response will be an advantage
- Excellent interpersonal skills to communicate clearly and engage others effectively
- Excellent management skills, including finance and human resources management
- Good computer skills in word processing, spreadsheets, and e-mail
- High sense of urgency and a well-developed work ethic


- 3 year project on Promoting Quality and Equality in Education for Children of Marginalized Communities in South Central Mindanao. Sponsored by lkea. Based in Koronadal.

Reports to: SCMPO Program Manager

Have oversight of the project, which includes:

  1. Development of the detailed implementation and monitoring plans

  2. Ensuring progress in achieving the project objectives

  3. Timely implementation of activities and disbursement of funds according to the proposal and budget

  4. Support and supervision of the Community Mobilizer

  5. Provision of technical inputs in all project outputs

  6. Supervision and direction of project consultants

  7. Preparation of relevant data and reports

  8. Coordination with the  SCMPO Manager to facilitate synergy and integration of strategies and interventions

  9. Establishing and maintaining partnerships with education stakeholders

  10. Policy influencing and advocacy

  11. Coordinate with the Technical Advisory Unit of Save the Children at the National Office for additional technical inputs to the project and timely sharing of updates from the field that can inform ongoing advocacy work at the national level.

Dual Mandate: Development and Humanitarian Crisis/Emergencies Response Save the Children works in a development and in an emergency response/humanitarian crisis context. Staff are called to serve on short notice and in the appropriate capacity when and where an emergency / humanitarian crisis response is called for.
