Jhpiego Job Vacancy 2012!

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For nearly 40 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is seeking candidates for the following positions for an anticipated USAID-funded family planning (FP) and maternal and child health (MCH) project in Mindanao, Philippines. All positions will be based in Davao City. Filipino nationals are strongly encouraged to apply.

 

CHIEF OF PARTY

The Chief of Party (COP) will provide overall programmatic and technical leadership and managerial oversight to the project. The COP will guide the strategic planning, design and implementation of the project and will be responsible for and manage all donor and partner relationships. The COP will ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to USAID. Working closely with program staff and key stakeholders, the COP will ensure the administrative and financial integrity of the project. Graduate degree in Public Health or Medical/Nursing degree or in relevant field. At least seven years of demonstrated experience as a senior manager of complex, USAID-funded programs. Five years of experience managing health-related projects.

 

DEPUTY CHIEF OF PARTY

The Deputy Chief of Party (DCOP) will work closely with the program implementation teams to ensure resources are applied appropriately (e.g. human, financial and materials). Responsibilities include supervising program management staff, overseeing annual work planning, implementation and reporting of project activities, management of projects as required and managing human resource systems for the Jhpiego Philippines Office. In the absence of the Chief of Party, the Deputy maybe required to undertake the responsibilities of that position on a temporary basis. Graduate degree in Public Health or Medical/Nursing degree or in relevant field. A minimum of five years of mid- to senior-level experience in designing, implementing, or managing large, complex health projects in developing countries.


SENIOR FINANCE AND ADMINISTRATION MANAGER

The Senior Finance and Administration (F&A) Manger will provide leadership in overseeing the financial and contractual aspects of the project. The Senior F&A Manager works closely with the Chief of Party, Deputy Chief of Party, Program Staff, and others to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external  to Jhpiego. The Senior F&A Manager will also ensure financial systems and reports are compatible with standard accounting practices and follow USAID and Jhpiego rules and regulations. Master's degree in Business Administration, Finance, Accounting or equivalent experience. At least eight years of experience in administrative and financial management of large USAID-funded international programs in developing countries. Knowledge of US government cost principles, GAAP accounting rules, and grant/contract management.


FAMILY PLANNING/MATERNAL AND CHILD HEALTH ADVISOR

The Family Planning/Maternal and Child Health (FP/MCH) Advisor is responsible for providing technical leadership on all key result areas of the project. The FP/MCH Advisor should be knowledgeable about the service delivery and training aspects of all reproductive health, FP, and MCH services. The FP/MCH Advisor will be mainly responsible for making sure that the training programs are technically sound, and follow up-to-date guidelines and clinical practices. Graduate degree in medicine, midwifery, nursing, public health, or other relevant field. At least seven years of experience designing, implementing, monitoring, or evaluating programs related to RH, FP, MCH, or other public health programs.


BEHAVIOR CHANGE COMMUNICATIONS SPECIALIST

The Behavior Change Communications (BCC) Specialist will lead in designing, implementing, and evaluating behavior change communication strategies, interventions and materials, and in providing BCC training/capacity-building activities. Master's degree and minimum six years work experience focused on behavior change process and interventions in public health programs, including extensive knowledge on formative research and behavior analysis, and use of effective communication channels.


MONITORING AND EVALUATION ADVISOR

The Monitoring and Evaluation (M&E) Advisor will provide leadership to all project M&E activities and M&E staff for all program areas, including ensuring data quality, documenting project results, and ensuring timely reporting to the donor. The M&E Advisor will design and manage an M&E system to establish M&E frameworks for a multi-faceted program and develop project wide indicators. Master's degree in public health, epidemiology, statistics, or related social science. At least five years of applied skills in designing and implementing monitoring and evaluating activities and special studies for FP or MCH related programs.

SENIOR MANAGER - MINDANAO

Regular position. Based in Koronadal.

- Accountable to the Director of Program Implementation to provide leadership across the program and project offices and activities in Mindanao to ensure excellence in the implementation of high quality programs that deliver immediate and lasting change for children in both development and humanitarian programming contexts. Leads in building the organizational culture reflecting our values promoting accountability and high performance, encouraging learning, creativity and innovation, supporting people to deliver outstanding results for children.


  1. Responsible for the successful implementation of programs in Mindanao; ensures that all Mindanao programs and projects are child rights-based, integrated and consistent with the country strategy; promotes collaboration and cohesiveness between programs, staff and other actors for a holistic and appropriate field delivery; as part of the Save the Children dual mandate to respond to humanitarian / emergency events, ensures and leads in humanitarian / emergency assessment and response within the appropriate strategic interventions of Save the Children.

  2. Serves as overall budget holder for Mindanao programming; accountable for the administration and fiscal management of the area program offices; the direction,supervision,and evaluation of staff,and the planning,implementation and evaluation of project/program activities; supports first level budget holders for individual projects and grants; tracks program progress and budget expense of Mindanao offices and partners and takes immediate and prompt corrective actions as required; ensures achievement of program goals in a cost-efficient and timely manner.

  3. Ensures that Managers and programs in Mindanao are fully compliant with Save the Children, Philippine government and donor policies and procedures.

  4. To promote key advocacy messages, increase impact and reach, and create shared ownership and collaboration, represents Save the Children before local institutions, host government representatives, humanitarian and development donors, local and international NGOs, partner agencies; establishes, promotes, improves and maintains active and regular relationships including partnering and networking efforts; provide partner capacity building as appropriate.

  5. In collaboration with the Program Development and Quality Unit; leads in the documentation of overall project reports to meet Save the Children, donor, and strategic partners reporting requirements as to timeliness, coverage, and quality and in the identification and documentation of best practices and lessons learned.

  6. Responsible for staff management and development of the Mindanao team; ensures and implements appropriate staffing, supporting and setting results-based performance system including objectives setting, evaluation and feedback; promotes collaboration; develops and supports Managers' capacity to meet their responsibilities and facilitate the appropriate professional development of the managers and their staff in line with countrywide HR plans;

Qualifications:
- 10 years experience in development as leader of a project or a team
- 3 years work experience in emergency
- Demonstrated ability to lead a geographically dispersed team through strong leadership skills, use of a collaborative style and effective distance management
- Project and program implementation skills including planning, monitoring and evaluating, and problem solving

Reports to: SCMPO Program Manager

Have oversight of the project, which includes:

  1. Development of the detailed implementation and monitoring plans

  2. Ensuring progress in achieving the project objectives
